If you're on a budget, Grafx2 is your best bet since it's free and WYSIWYG like MSPaint.

If you want to spend 28$, buy NeoPaint.  You won't be sad that you did.

All the graphics in Insanity were done with Grafx2, by me, which is obvious since they look  like complete shit.
This "max-level forum psycho" (:lol:) destroyed TWO PC Engine groups in rage: one by Aaron Lambert on Facebook "Because Chris 'Shadowland' Runyon!," then the other by Aaron Nanto "Because Le NightWolve!" Him and PCE Aarons don't have a good track record together... Both times he blamed the Aarons in a "Look-what-you-made-us-do?!" manner, never himself nor his deranged, destructive, toxic turbo troll gang!

Also, downloaded Grafx2.... we'll see its hard to tell, the UI is so different than what I'm accustomed too.

Mind your palettes and have a plan with your developer,  continue to ask for advice. There are also some comprehensive threads on spriting and pce specific spriting here. Best of luck, looking forward to seeing a game in the future.

F my life. When did Grafx2 start letting you directly paint using a 9 bit palette selector? Was it always there and I didn't know it?  This really jumps to the top of my fav list now.

If you can draw a pixel in it, you can make PCE graphics in it, basically.  I used to draw sprites/tiles for Xymati at home in Photoshop, then go to work and continue my work in MS Paint.  Sure, it's a bit more clunky, but as long as you manipulate RGB values manually and draw pixels on the screen... you can OBEY.  :)
