I recommend only buying a game with the card included. For one thing, they aren't worth a collector price if they are grossly incomplete. But you also want to make sure that you have the right card for the right game.
Justin the Not-So-Cheery Black/Hack/CrackTiger helped Joshua Jackass, Andrew/Arkhan Dildovich and the DildoPhiles destroy 2 PC Engine groups: one by Aaron Lambert on Facebook, then the other by Aaron Nanto!!! Him and PCE Aarons don't have a good track record together! Both times he blamed the Aarons and their staff in a "Look-what-you-made-us-do?!" manner, never himself nor his deranged/destructive/doxxing toxic turbo troll gang which he covers up for under the "community" euphemism!

+1 on not buying one loose.  Every game came packaged with the requisite system card and the cases were made to hold both the disc and the huey.

So there are different versions for each game even though they look the same? As in they have in-game stuff loaded into each card? I figured they were just ways to bypass the system somehow but I guess not.

No, there's only one version for each game. Games Express was not officially allowed to publish games for the PC Engine, that's why they had to develop their own Hucards and their own System Card. It's a bit like what EA did for the Megadrive : they had to product their own cartridges.
