Turbo duo help

I have a turbo duo op amp have been changed caps have been replaced. System had no sound and I cant seem to get 3.6 volts to IC503 I checked all replaced caps I thought were at fault with no luck any help anyone can provide would be greatly appreciated. 

P.S. the MOBO model is PWA-3285-A

Hard to diagnose without having the board to test it but most like there there are bad traces at fault. If you are missing the 3.6V required, then  start checking traces with a multi meter till you find that ones that are bad.
