At the title screen, hold Up + Right + II and press Run. Keep holding the buttons until you enter the "Normal / Vs" screen. If done right, you'll hear a different scream. On this screen, very quickly hold Select and press Right, Left, Right, Left, Right, Left, Up, Down, Up, Down, Up, Down, Right, II. If the code was entered correctly, you'll go to an alternative VS Character Select screen where you can select from lots of monsters including 10 different kinds of Godzilla.

Tried about 15 times and no dice, the all characters code worked just fine.
