It's an arcade game called Chiller

It's a pretty weird game too. You're mainly supposed to shoot all of the little ghosts and monsters but, you can shoot the victims in the chamber too as well as activate the devices by shooting stuff like handles and ropes.

This is the first stage and it's hard to get past it even if you shoot everything in sight.
The game is not clear on if you are supposed to protect the people or kill them too.
