There is a local group near me that has a general forum for discussions, and then a sister group for sales and it actually works okay as long as the admins are good about not letting people get away with it in the main group.  Establish the behavior you want early and most people will adhere, if they won't then just kick them out, it's not hard to follow some really basic friggin rules.
